Look at your map, see that many of your sites are on "the mall." I would my day on the mall and go to the Capitol, many/most of the Smithsonians are on the mall so after you leave the Capitol, go to your museums. Keep an eye on your watch because honestly people spend lifetimes studying these museums, you will only scape the surface.

As you work your way down the mall, you will come to the Washington Monument. Then you can turn toward the White House. Tours there and in the Capitol may have lines and be time consuming so you may just want to see them on your own or from the outside. Lincoln, FDR and Jefferson are near the end so you can finish your daylight time with them. You might want to add World War II and Vietnam.
